Design and program hostel booking website from scratch

I would like to build a website very similar to: hostelworld dot com or hostelbookers dot com. Please have a look at these sites. I am interested in only the accommodation booking functions on these sites (do not look at the other menus). My website will have the following functions: - users are able to search for accommodation listings in the same way as shown on these websites - users can book accommodation and pay for it via credit card or paypal - when users make a payment, only a 10% deposit is charged (not full amount) - a booking fee of AU$1 is charged for all transactions - a rotating feed widget will be visible on the right side with information about current events in the city they select. e.g. if they are looking for accommodation in Sydney the feed will display events happening in Sydney at the time of their booking. - accommodation listings will be able to upload different room types for sale - backoffice section for accommodation providers. Please go to the bottom menu and click on "Hostel sign up" and see what functions are available. I want to have all these functions eg. be able to insert description/contact details/room types/price/availability etc. Accommodation providers will be able to register and access backoffice but there is no need for site users to register and log in. - there may be other functions I am not aware of that are available on these sites. Please quote on a lump sum to build from scratch. Please ask if you have any questions.
