Simple auction website needed

I am looking for someone to create an auction website allowing a person to upload a car insurance requirement. The site needs to LOOK GOOD and have GOOD content management area in the admin area. The poster (likely to be an individual or company) will (after registering) fill In an online form on various pages which will ask various questions (input fields, radio fields and tick box fields) such as: - car name - car address - car value - car users - other fields tbc later For example, you go to [login to view URL] In the get a quote section, click Accountants (acca). I want options/input fields to appear when previous questions are answered by the poster. (All the posters details and answers need to exportable to an excel spreadsheet) The requirement is uploaded in the bidding area (public does not have access to this area) and the poster selects how long he would like the auction to stay alive for When the auction goes live, the website automatically notifies the providers providers (when logged in) then browse the website to offer a bid in gbp to the poster. THE WEBSITE DOES NOT NEED A MEMBERSHIP payment PROCESSING AREA FOR PROVIDERS AS PROVIDERS WILL ONLY BE ABLE TO LOG IN IF THEY HAVE PAID OVER A TELEPHONE. Providers should be able to sort/order the various fields that have been typed up by the poster. Providers should be able to place more than one bid on an auction (as they will see other bids being placed, they should be able to react to lower bids from other bidders by placing even lower bids) Providers should be able to ask questions to posters. The poster can then select his preferred bidder. No money has to go throughout the website - the site just needs to allow the poster to select his preferred bidder. NO MILESTONE PAYMENT IS NEEDED. NO PAYMENT NEEDS TO BE PROCESSED BY THE WEBSITE. The poster should also be able to leave feedback for the bidder. Such feedback needing approval by admin if going live.
