Closed Mobile Wordpress Community

My company is looking to develop and host a closed blog community based on wordpress. 1. Closed invitation to register new personal blog by e-mail 2. registered users to read (consume) blogs in community 3. registered users to comment posts. 4. registered users to write (produce) and publish posts to their blogs and add image, video, and audio. 5. Rating system (likes or rating system for both posts and comments) Source code and all rights related to development effort (not explicitely owned by 3rd party) to be transferred to client at no other charge than project budget. Process: • Detailed proposal from freelancer documented in text (English) and illustrations including presentation of all proposed free 3rd party plug-ins (including information about their licensing terms). • Feedback from client on proposal within 2 work days • Refined proposal from freelancer within 1-2 work days • Approval from client or request for further adjustments as necessary. (Milestone payment 1 on completion) • Development of Wordpress theme including integration of 3rd party plug-ins (to be proposed by freelancer and approved by client) • Configuration and set-up of hosted server (you get direct access) (Milestone payment 2 on completion) Please indicate budget and time required to deliver each milestone.
