CSS Template redesign

I need someone with good CSS and web design skills to re-do the template of a php/mysql script I'm working at. I've got an OK looking design so far, but I need a professional designer to look at it and fix some layout, color issues etc. More instructions are in the attached file. **Important:** Please download the attached file and read the detailed instructions.
