Create CSS/XHTML templates from PSD files

Use attached layered photoshop file and additional specs to create a total of 5 CSS/XHTML templates for a website, including CSS drop-down navigation with dummy links. When the templates are complete, this project will be turned over to coders at MediaSpan online services who will add live code from their content management system and their ad rotation [login to view URL] editorial images and text in the templates will be dummy text, ready to replace with CMS code (ASP-based). I will provide additional project description and instructions to the selected coder. Clarification: The PSDs each contain groups layers for multiple templates. For example, them main PSD for the homepage also has layers for a "sectional" page and a "story" page. One PSD, three templates. The Eco page has groups of layers for a sectional page and story pages, there is no Eco homepage Total five templates, with dummy text in the DIVS. I am NOT looking for lowest bid on this, I am looking for best track record and timely completion, and will pay and bonus accordingly.
