Add wizards to websiten English/Spanish

I operate several tax help sites in the usa. This project is to add wizards to the websites to guide the customer in answering questions I need answered in order to help him or her. It is basically a graphical flow chart which will, depending upon the answers from the participant, result in the creation, displaying, and printing of a text document that is a plan to assist the taxpayer. Everything will be in both English and Spanish, must be upgradeable, changeable, and hopefully, I would be able to enter the program and make changes to it as the tax law changes. The graphical interface from one section to another will be identical except for the questions. I will need to be able to change the questions and to change the resultant text. This project should be bid on only by freelancers in Mexico, Central America, and South America. That is about it.
