Create PHP site template clone from own existing site

I am looking for someone to build me a PHP site template preferably using Apache. The master will be cloned from an existing site of mine and needs to have facilites for me to edit, add etc once finished. I will need feedback from you as to what package is required based on my hosting system. Payment will not be made until the site is completed and functioning and I will be having an associate check the work at all stages for input on the quality of the work. An ability to work on your initiative and some design flair would be appreciated - I may also have other projects depending on the quality of the work and the pricing.
