Alter some Images (Turn image into B&W Silhouette)

I'm looking to have an image altered into a Black & White silhouette version. Doesn't need to be exact. If you see the first image below, I'd like a JPG & PNG file of it converted to look similar to the second image. Should be a quick job where you can trace the original image in PS or InDesign, unfortunately I just don't have those programs anymore. Please note that I only want the 5 standing people traced along with any documents their holding. The words and the man sitting can be removed. For the person who wins the bid to this project I can answer any additional questions as to what I'm looking for. Thanks!
