Background removed - leaving only boy with wild hair intact !

I want to be provided with the highest quality Photoshop Image Mask of this attached image (taking out the background and leaving only the little boy and ALL of his very wispy, wild hair intact), I have arrowed only some of the hair to be retained only to show to what level of detail I am looking to retain - but for the actual project I am looking for ALL of the hair (all wispy bits) to be retained (not just the ones I've arrowed). Actual resolution of the working files will be as the jpg here - but for the actual work I will provide the TIFF image file. I need a fixed price and I do need it to be competitively (low) priced - this is a fixed price job and I'm looking for ALL the hairs (or as VERY VERY near as possible to be retained, not just some or most of them). It's a portrait of my son and his hair was particularly wild when this picture was taken and that is what I want retained. I want that wild look !! This will need to be taken on by someone who is very patient as I simply don't have the time (or patience) to do it myself. File you will return to contain the mask as an ALPHA channel on a transparent background. The VERY Best editor will be chosen - I am after quality and not speed (but at the best - i.e. lowest - price). PRICE TO BE FIXED BUT bidders to tell me their hourly rate and how long they reckon it will take to do this piece of work.
