Chat + Photo iPhone App

I need a developer who has experience building an iPhone app with chat and photo capabilities. The base of the application is for people to login to an account, snap a photo and send it to a central account. This action will assign a chat operator to respond to the user. The operator assigned would be able to chat with the user in text and send links back to the user. A business example would be for a user to login to an insurance app, take a photo of their automobile (after a wreck), and then be assigned a claims agent to handle their account. The claims agent would chat with the user and send links to forms, etc...
