Business plan IT Security

I need a business plan with a clear strategy for how to respond to the dynamic development in the financial industry. I'm responsible for IT security and risk management within an IT department with approx. 1,000 employees. We deliver application and infrastructure to our bank and are also deeply involved in the development of service offering to our customer. We are responsible for both the preventive and reactive IT security work. I am required to present a strategy that puts us at the front in our industry and I believe some research of best practices in IT security area will be required. I want the business plan to be delivered as a Power Point presentation. The presentation must be very professionell, both in content and design.
