A Literature Review on how IELTS and TOEFL become an international standard English test?

I am a researcher in a post-secondary institution currently conducting a research project on the potential on Chinese as a foreign language. However, I require a literature review/annotated bibliography on the rise of other languages prior to looking at Chinese to establish a comparative benchmark. Essentially, all I need is the name of the text (in proper citation format, doesn't matter which one, as long as its consistent) and a couple sentences on what was stated. VERY EASY Major Topic: How IELTS and TOEFL become an international standard English test. I. a brief history of IELTS and TOELF II. what constitute basic qualities for a good international language exam III. studies on international standard language exams (e.g. japanese, deutsch, french, spanish) IV. reports or articles about HSK (Hanyu Shuiping Kaoshi) in English-medium discourse Requirements: I. Preferably at least in 2nd year of university II. Understands how to do a literature review/ annotated bibliography (seeing as this should have taught during freshman year of university, I would prefer such works done during college to be submitted as a sample). III. Fluent English speaker with minimal English mistakes (it doesn't have to be perfect because I will check it myself)
