It certainly seems like you could benefit from applied cloud design patterns and adopting a decentralized architecture, how would you even quantify the risks for stakeholders using Impact 2-4? Would seem like a red flag for an intelligent investor. Separating out existing modules would be a short term solution however I would be willing to provide if that's what you require.
