Configure RDP, VPN, set up Outlook for 2 users on Windows Server 2008

We need immediate assistance (must be able to start today) to finish configuring some settings on up our new Windows 2008 R2 server. Our IT consultant started the job, and accomplished much, but now he is unable to finish due to personal issues and a work conflict. Knowledge of and experience with provisioning for multiple Terminal Services Licenses, VPN, and setting up FTP server required. Also, provision new Outlook profiles on the server for 2 users to connect to existing .pst files.
We need to have this completed, and operational by Tuesday morning, 9/3 at 9:00 AM.
Overview:
- There are currently 4 users. One user works both locally and remotely, the other three all work remotely. We all need to be able to log in via remote desktop (we have 5 licenses) and connect via VPN. We would also like to finish setting up an FTP server to share files with our clients. Two users have their Outlook on their laptops, but the other two keep their Outlook on the server, and we need to get them set up the way they were before, accesssing their existing .pst files. The user accounts are already in place and permissions have been set. Files and directories are in place.
Key Objectives/Details:
1. Remote desktop: We have licenses for 5 Terminal Services users. Our consultant thought he configured this properly, but so far only 2 users can use RDP at the same time. We need that configuration corrected.
2. VPN: This is set up and working for some users. But others seem to connect successfully, but they cannot access shared folders on the server. I'm nut sure if this is a VPN issue or a permissions issue, or something else.
3. Outlook: Two users access their Outlook email on the server. The .pst files have been copied to the new server, but I'm not sure I know how to set up Outlook under their user accounts on the new server and connect to these existing .pst files.
4. FTP: We've used Filezilla in the past, and that has been installed on our server, but I'm not sure how to complete the setup. We could finish that, or we could use the FTP that is built in to Windows Server 2008 R2 if that makes more sense.
I am available to assist locally at the server as needed.

If you prefer hourly please confirm your rate and an approximation of how many hours you think this would take based on my description. I am currently budgeting $200 for this but let me know what you propose. I am hoping this can be done by the end of the day today.
