From web scraping or the API, I need the collection of Spotify's top streamed songs, their rank, the associated artist, and the number of streams collected in to four columns in an Excel file. This data needs to be for the US, weekly. I have tried simple web scraping and failed to pull the information.
I need the charts from 2013-04-28 through 2014-12-28. This will involve a top 50 for the first few months, and a top 200 for the last year or so.

You need to use more tools than simple web scrapping for this site.
I was able to extract the data easily, I can send you a sample of the 2015-02-01 week right away if you want to check that.
I have completed similar web-scraping projects before and have received good reviews too.

If you want US charts, you should hire someone from the US. If you want music information, you should hire someone who loves music. If you want this information in an Excel format, you should hire someone who has close to 10 years of expert Excel experience particularly with data input and analysis.
