Designing wordpress theme, logo, banner - for qwik3r only

I already have a wordpress theme but would like a complete makeover, as well as a unique logo and a banner. I'm thinking of a price range of no more than $800. Definitely custom graphics and a custom layout. Probably won't need custom functionality, but I would like a layout that can be easily customized (think drop-down menubars, adding/removing pages/columns/widgets) and data that can be easily managed. Space for advertising would be nice too, as would a monetized layout just so I can cover some costs. In terms of colors/schemes, I would definitely like something that represents higher education. In the end, I want this to be a one-stop resource for students looking to go to psychology grad school. I would like to own all rights to the theme, logo, and banner as well. I imagine that a few revisions may be needed because I'm still unsure about the layout, but I'm more than willing to listen to any suggestions you may have.
