CSS [quirks mode] issue to be solved

You we'll find a rar file containing three differente files: 1) [login to view URL], the file to be fixed; 2) firefox print screen; 3) ie print screen. The hmtl files works fine on Chrome and Mozilla Firefox, but it does not work at all on IE. Please note that file heading MUST NOT containt any .
