CSS Template Creation

I am in need of a CSS template creating. This is quite an urgent project so please make sure you bid with actual project days it would take for you to complete. The web page must be valid CSS/HTML and I am looking for something which is bright, colourful, artistic and yet still have a professional business look. Maybe the header part to include swirls or some thing along the lines of flares? It needs to be a two column website so boxes can be placed down the side. The main menu I would like to appear below the header and ideally I would like this to feature a drop down sub menu for each main menu item. The above description I know is quite broad and no logo is needed as this is being created separate but can tell you basic colours that would be involved in the logo. Although I don't think it will matter if the colours are the same, as long as they do not clash. I am looking to start this project asap.
