Build a Simple Static Website that Follows Google's Rules NeededWebsite

I have a site that is doing ok but I want to start a new site to focus on a specific key-phrase. This site must load fast and follow all Google recommendations including speed and user experience rules/suggestions. Site load time is very important so I want it built without any plugins or any unnecessary overhead. The site will have about 5 pages to start with.
