Conversion of html book into an iPad or iPad/iPhone app

I have a few bilingual dictionaries of proverbs in html which I would like to convert into apps for iPad and possibly for iPhone/iPod also. This project could be either for: a) one app for iPad; b) or for two apps - one for iPad and one modified for iPhone/iPod. I would also like to discuss with the coder the possibility of a template. So, please quote in your response for both a) and b) separately and let me have your thoughts on the template. Interested coders should download a free version of Proverbs & Quotes HD by Byungil Park from iTunes - available only for iPad - which is listing English Proverbs. I would like something similar, the main difference being that in my app the English proverb is followed by one or more proverbs in another language. All the features of the Proverbs & Quotes HD by Byungil Park should be maintained, with the exception of the ads and Facebook should be added to the Menu. I am open to other features to be added or existing features to be implemented differentely; that will depend on the coder experience and imagination. Some information on your experience would be appreciated. Thank you.
