Desktop Application

Hi , I have a project to be done. Is not so complicated, just a desktop application where user can install it and use it .I must include a user profile that this must be connected to my joomla web site and retrieve the users from there. Also some small things like video , and news some information to download, something like that . All this must be easy for admin to add and change in the future, it must update the information when user start the tool or click refresh. Please let me know what you think. Regarding this project some more requirements can pop during implementation that why budget can go more than i have it now )
