Restore WordPress Website To Original Database with FTP

Okay this is a long shot but basically someone whom I hired here to redevelop my homepage ended up ruining my entire website because I told him to update it on a test site but he ended up overwriting all the files and uploaded it live on all of the entire site. Now the site is not only ruined but he has also deleted the plugins from the database. I only have FTP access and he is saying that he need cPanel access to restore the site back to it's original site but I know it can be done with FTP because someone did a similar thing for me for another site with FTP and that same guy also said it can't be done with FTP. I can't seem to restore the backup to it's original state. This guy has saved it and have overwritten all the files. Worst of all, he didn't make any backups and he didn't save it in drafts and have published it and overwritten everything. I can't get hold of my host now and the files are about to be overwritten in 3 hours so I need someone who is an expert in restoring hacked wordpress websites urgently.
