Paraphrasing a document

I need to paraphrase a paper that is 8,600 words long for a totally legitimate reason. I need it to be paraphrased within less than one week. All sentences need to be changed. If I run a plagiarism check between the original document and the paraphrased document, I expect to see less than 5% match. Just changing some words and replacing them with syllables is not what I want. What I want is full paraphrasing. You read each paragraph, understand it, then write your understanding from your memory. The English needs to be perfect (grammar and style). Before I can give this document to anyone, I need to test whoever wants to bid to make sure I am comfortable with his/her style. So, only submit a bid if you are willing to consume 10-15 minutes of your time doing this test. The test is that I will send you a 300 word document and you paraphrase and submit the paraphrased document within 24 hours of receiving it. If I like what I see, I will give you the job. I will pay $200 for the 8,600 words. Only submit a bid if you agree to the above-mentioned terms (the test and the pay).
