Write some Articles to Promote the 1-2-3 No Federal Tax Plan

The Scope of work is to develop articles for submission to media that can help influence the adoption of the 1-2-3 No Federal Tax Plan by the US Congress. This plan has been identified in the Texas GOP's 2014 State Party Platform (Page 28) as a suggested method of reforming the US Federal Taxes along with the Fair Tax or a Flat Sales Tax. The 1-2-3 No Federal Tax Plan is a plan being suggested to the US Congress to allow for States to voluntarily elect to return to the US Constitutional required method of tax collection. The method that was required in Article 1 Section 2 was for States to pay the federal government based on a method called apportionment for all direct taxes. The States were able to raise the money based on the methods they selected and pay the federal government. The Sixteenth Amendment allowed for the US Congress to tax income of individuals and businesses directly with out apportionment. The proposed plan does not repeal the 16th Amendment, just asks Congress to allow the States to exercise an option not to have their citizens pay the federal government directly but pay the State based on the Taxes their State legislatures decide their citizens and businesses should pay. It is not a suggested method of raising the taxes. If a State wants to continue to utilize an income tax they can. If they want to utilize the FAIR tax they can. If they want to pass a flat sales tax they can. The key is it is done on a state by state basis versus a one size fits all basis. According to the to the statistics, when compared to the original apportionment basis in the Constitution, 40% for the US states are paying more taxes than 60% of the states. This is a simple calculation to make. Just take the total federal taxes collected by state and divide by the number of residents in the US Census (which is the Article 1, Section 2 apportionment basis) What was interesting was that the 40% states are predominately what would be considered to be Democratic voting BLUE states versus Republican voting RED states. A key part of this project will be writing articles that tend to exploit this simple fact to raise the Democratic constituencies in the BLUE states to understand that if this plan were implemented, instead of subsidizing RED states and reducing their tax burden, they could elect to be apportioned and see an effective reduction in the total taxes paid to the federal government by their state. There are two sets of articles that are needed: 1) For Red State articles, the articles need to emphasize that there are two options a) the state can not elect to return to apportionment and the tax code stays in effect as it is or they elect apportionment which can possibly increase in their federal taxes, but that increase would be the price to pay for no IRS or federal interference of their citizens and business. Since the States would be collecting taxes for the federal apportioned amount, their State Legislature would control their taxes. and 2) For Blue States articles, the articles would emphasize any reduction in overall Federal taxes could be utilized to reduce their overall tax burden or to implement on a statewide basis the social programs that the GOP controlled House is keeping them from doing on a nationwide basis. Because of the return of control to the States of the taxation, some of the RED states might actually be convinced to increase their taxes paid. The statistics will be updated by the author of the plan based on the latest data from the IRS (which was done in 2013 and it still showed about the same results.) The plan author is a licensed Engineer and former staff level planning analyst for a fortune 500 company. He is very competent in technical research and creative thinking, but he needs writing support for to sell his ideas.
