Complex webcam application

Dear freelancers! I need to develope a complex webcam application. It should be advanced version of VirtualCamera. Please take a look on this software: [login to view URL] It's a webcam simulator. It takes a movie (AVI, MPEG or DivX), plays it and another Windows applications thinks, that this is a real webcam. But this application has limitations. It can not be started twice, but that's not the main problem. I need to have many webcams on one PC, and I need to say to every application what webcam or videostream schould it use. I think, it will be something like Firewall for DirectShow. So, It should be able to play movies in AVI, MPEG, DivX formats as a webcam (more as one stream!!!) and I should be able to determine for each started application which stream should it use as a webcam. I also need source code to be able to modify something in the future. Delphi or Borland C++ Builder are preferred. But it could be also MVC. I'm ready to pay 300-600$ for this project.
