Video Creator and Submitter Needed

I need a professional desktop app with exceptional looking GUI that will do the following.... 1. You will add pictures to the software and it will create videos from them, each video MUST be totally different from the last, so the amount of time each picture is shown, the order that each picture is shown etc etc must all be random and leave no footprint or trace that youtube can detect. This part of the software must be similar to this [login to view URL] You will be able to alter the settings of how many videos you want it to create, whether you want them in HD, how many of the pictures you want to use and any other useful settings you can think of. 2. There will be a 'Watermark' feature that places a watermark on each video, you will be able to specify what the watermark says, how long it stays on the video for and if you want it to occur at random intervals throughout the video. 3. Its must create the videos at a fast speed and once it has created them it will place them in a folder. 4. It will be able to upload the videos to youtube and dailymotion, so you will select the folder and it will pick a video from the folder and upload it to both youtube and dailymotion then it will delete the video from the folder so it is not used again. 5. The description, title and keywords must all be able to use 'Tags' so it will work like this {hello|HiHey} {good|excellent|great} etc etc and it will pick 1 word from each tag like 'HI Good' thus making each title, description and keywords all unique. 6. It must work and be tested on XP, Vista and windows 7 7. It must be completed in 3 weeks MAX - DO NOT BID ON THIS PROJECT IF YOU CANNOT KEEP THAT TIME SCHEDULE Thanks
