Convert Scanned Drawing (Raster) to DXF

I\'d like to convert a scanned drawing (raster) to a DXF file.
I\'ve tried software called Scan2CAD but didn\'t work well because the image is not in a perfect form (i.e., some parts are missing).
I\'d like those missing parts to be connected smoothly as much as possible, too.
Please refer to the attached file (the scanned drawing in PDF).
The scale is 1:6.
