VB.NET percentage of the record

Hi i got a MSSQL database with a table that have some value. I need to select a percentage of the record and the value of the column that have the number be be between 2 value example tableA Name Michael 20 Dian 30 Marlyn 40 Naomie 50 Nathan 60 20+30+40+50+60 = 200 20% of that would be 40. so we will have 1 record showing that would be marlyn 40 20+30+40+50+60 = 200 50% of that would be 100. so we will have 2 record showing that would be marlyn 40 and Nathan 60 or Michael 20 ,Dian 30 Naomie 50
