I think you are using this opam as a comparator and I am assuming that it's output is going at transistor base as an input u just have to make a voltage divider circuit so that transistor stays of at two volts its pretty easy solution transistor base need more than .7 volts min. to turn on make a vdr circuit considering 2 volts input and output should be less than .7 this will solve your problem..you can also do this by applying three diodes in series it will drop voltage at transistor base and transistor will stay off

This is pretty simple. I have LM311s, relays etc. on hand so I will physically verify the circuit before delivering it to you even though I pretty much know it will work. I already know how to do this so it will be very quick.
