create ''adapter'' PCB circuit board

I currently use this part on a larger complicated design:

T][1]he part is currently not available and has a huge lead time. The part is available in a different footprint here:

C][2]an you design a tiny adapter PCB in Eagle PCB Software that adapts the available part to the unavailable part's footprint?

Unfortunately, I cannot change my main PCB as it has already gone to production in qty of 1000.
