Custom Constant Contact Theme

Hi! Our company is looking to have a custom theme developed for our Constant Contact e-blasts. We'd like it to be based off our new website and we have a live illustrator file or pdf file of how we want the email to look. We also want someone to help ensure that the email will appear well not only on computer screens but also tablets and mobil phones. So - we need a responsive email form. We have 3-4 weeks to complete this project. Attached you will find two mockups of what we may like our e-blast to look like. We would want you to create this in constant contact for us so that we can come in and change the wording and subject of the e-blast each time we send a new one. Thanks!
