Graphic Designer- Alter design in photoshop

I'm looking for a graphic designer with experience and someone who is very creative to redesign certain portions of my site including all of the toolbars and some header/footer. I don't think the job is that large, but persons hould be experienced and show me examples of their work. My developer said to have someone do this in photoshop and from there he will cut and properly layer PSD and convert it to html. So all you have to do is design creative toolbars..
