Joomla Website Design - Seeking Quotations

Hello: I am seeking quotations for a design and development of a new website for one of our clients. We will want the winning freelancer to be readily available by Skype and Phone so we can work through problems and solve issues quickly. Freelancers located in North America will be preferred. +++++++++++++++++++++++++++++++++++++++++++ Here are a few details to help you quote: The website will probably end up being around 45 to 50 pages in total, but possibly a little larger. The site will need to be done in Joomla. We would like the site to portray properly in all platforms; PC's, MAC's, Tablets and Smartphones. They want to roll this out over a period of approx. 3 to 4 months in 2-3 stages. We will need a "demo" of the site as it is being built and we will need the site (when complete or at a stage ready to launch) to be uploaded, configured and tested on our web server space. The Joomla theme / design must be created and designed by the contracted provider. The theme must NOT be a "template" design or distributed design. The completed work or partially completed work, and all parts thereof, must become the full, complete and final property of Media Smart Inc.
