Build a website, with customer log in / portal for report writing hetaj

We are launching a new project, providing consultancy services for the United Kingdom HMRC R&D tax credits scheme. We need a website, that has a very informative front end that gives people the confidence in our experience and services, and then a customer log in where they can submit financial information, be guided through adding supporting text and then write a technical report summarising their actions. At each stage the log on should need one of our consultants to verify the work done so far.
