Mobile development

I need an iPhone/iPad app. I already have a design for it, I just need it to be built. Phone app for iOS and android. I have a repository (in the works) see: http://www.freelancer.com/projects/project-10449573 of .csv files that contain about 6 fields without any processes or macros - plain info in and the same back out - no processes. Its long/lat. coordinates in .csv format. I would like to have a app/droid option where the user could simply install it on their phone. That would need to sync with their online account and the latest main release/update copy (if updates was paid and current). This would also need to have a quick access loud link on each page. This would show the user a big button. If the button was clicked it would show their online account submitted it long/lat. The next screen would require them to pick 4 answers (always the same), click submit and they are sent to MySQL for admin review in word . This would be 6 fields total collected. At some point a smart/clever way to send notifications to all users; "update available", "only $1.00 update now", "activation only 2.00 per year " by email at least. Ability to place Adsense type ads or personal message code into a file and have it displayed on the app. Ability to pay for the app/yearly update by download. I'm sure there are a few items that I've missed but I think there's enough information here to come to a solid point to quote the job fairly. I need the total amount the be the amount it was initially bid at. I need well seasoned developers with JSON, MySQL, php, html, *5, etc.
