Photoshop CS5 Create an Action

I would like to hire out a PS guy that can create an PS CS5 Action for me to prepare images for printing on canvas. The macro should work on any image size and should extent the image 2inches on each side using 8 mirror images of the original (4side images + 4corner images) as shown on the attachment. NOTICE that images on the attachment are a little darken. There is NO need to darken then. Beyond the 2 in mirrored image there should be a thin black line (~0.1mm) at a distance 3 inches from the original image (1 inch from the end of the mirrored image) in every direction. The 0.1mm line is at the exact border of the final image. Actions should be delivered as .atn so I can load and execute them in my PS CS5 PC. The Save and Save As are not necessary. Images should maintain same quality as per colours. Thx
