make an application to copy contents from pdf files and create html files using the content

I need a vb.net application or C# application that can take a folder full of pdf files, copy the content of each file, paste it into a html file, and the resultant html file should be 'responsive' in type. If you do not know what 'responsive' is, please do not bid. Budget $120. Please note that this is not a straight pdf->html file conversion. It is creating a new html file each time. The form will contain a browse button to pick a folder. The pdf files in the folder will appear in a listbox. Selected (enable multiselect) will be processed and the contents made into html files, and these will appear in another listbox. When clicking one of these files, there will be a browser object in the main form that will display the frontend appearance, and there will be a means for me to edit it visually, ie without coding i should be able to bold something or get rid of whitespace or move some text to left or right.
