Find me some Leads

I am doing some market testing on a new business concept. I need to find 25 people who would be willing to let me/my business negotiate the price of a maximum of 3 vehicles they are interested in buying. I would do this for free for them, as it is a test. I need someone to find a minimum of 25 people in the U.S. who will actually participate in this test. I would like some sort of marketing or outreach done so that the leads express interest to us that they would like to participate. You may have to find a lot more than 50 people who express interest in doing this in order to get me 25 solid people who will not flake out. The benefit of this service to them is that they can potentially save hundreds, even thousands of dollars off the price of a vehicle they may be interested in buying. They send me the info (name of dealer/seller, year/make/model of vehicle and stock or VIN number), and I respond with the negotiated prices. Payment will not be made until I confirm at least 25 people who indicate that they will participate.
