UIwebview application for IOS

Need a UIwebview application to open a URL within the app, however since the apple developer won't allow it to publish in the app store, it needs to be effective and useful. I am thinking a push-notification which gives a reminder to the app users every 24 hours that they should revisit the app. Also maybe a better functionality such as a menu you can pull out to navigate to make the app useful so it does not get rejected as a useless app.
