Android / iOS Health Question/Answer Application (AUTO BIDS WILL NOT BE CONSIDERED)

Looking for a developer who is able to create a cross platform, freely downloadable application (with premium features) for Android and iOS. SUMMARY: This will be a life improvement / holistic healing application which will let the user select from a predefined list of symptoms/ailments (or enter them in an auto-complete field) and receive a list of possible causes along with potential treatments or suggestions for relief. When bidding, keep in mind that this is a high level summary, there may be other related features to support these functions that are not detailed here. A complete functional document will be provided to you explaining every detail to be implemented. FEATURES (Functionality to make some features available for a premium fee): User account/profile - Ability to register with email/password and demographic details (facebook or email) Live Chat - This will allow users to chat (text) with a live operator to discuss their "consultation". A desktop equivalent of the chat tool should be available for the operator - This feature may a premium feature. External database design will be supplied - Freelancer will be responsible for: 1. wire framing and modern ux/ui design 2. all programming logic for above features 3. question and "diagnosis" logic 4. web services interaction with external database 5. anything else related to the development and visual or functionality and usability of the application Freelancer will work directly with myself to discuss direction and project plans CONDITIONS/REQUIREMENTS: 1. Must be capable of developing for both iOS and Android 2. Must be able to provide weekly updates and possibly available for weekly conference calls to discuss progress with me or my client 3. Need to have proven experience and examples of past ux/ui work 4. Application must to be backwards compatible with all legacy iOS and Android OS 5. Must be future proof for at least 2 major Android/iOS version updates beyond the most recent version 6. Application needs to look excellent on both phones and tablets. 7. Freelancer must be a strong verbal and written communicator 8. Freelancer will provide comprehensive technical and functional documentation of the completed work - examples required 9. Code must be well commented and you should be able to provide code examples of past projects 10. Freelancer will provide examples of past iOS and Android mobile application projects 11. Freelancer will provide list of tools they use for wire framing and development development 12. Unit test all code and provide detailed test plans for user acceptance testing 13. Assist in submitting the applications to Google Play Store and Apple Apps Store 14. Provide a signed NDA
