Create a Mobile Web Page

Simple, single, mobile web page design. More to follow. This page should be extremely simple for a developer with the right skills and should be priced accordingly. Two elements of importance: Navigation bar and Picture bar/window. Other elements are static for now and only require image placement. I am not an expert in html/jQuery/CSS, but I am aware of the basics. Please feel free to suggest the best way to design this page keeping in mind it needs to be device responsive and will need to be implemented in a mobile app in the future. Navigation Bar This needs to look exactly as designed as in the image provided. Buttons have to be faded with purple to black with light purple lettering and black outlines. Nav bar needs to resize as two rows as device/resolution changes. Picture window/bar This area is to be left and right swipeable with 2 to 5 images "hidden" on either side until swiped. Images should be centered in squares not rectangle and should resize and/or show more images with device/resolution changes. Any further details can be provided upon request.
