Alsalam alikom brother if you are Muslim and peace if you are not. All of that and the complexity level is medium hence the budget is between $250 - $750. If you are serious about web development then you must know that it will be hard to find all the skills you have required in one person, by the way I am from Yemen, Hadrmout and I am trying to give you an honest advice. I have been involved with the LAMP for more than 10 years, 4 in drupal and over a year in symfony.
