ActiveX .exe that can analyze Skype audio stream to find dialtones

I am looking to build a system where users can call their SkypeIn number and enter information via the dialpad on their phone. Analyzing the audio of a call currently in progress is something I believe can be done using the new Skype 3.0 API but I don’t know the details on how. I want a re-usable ActiveX exe written in C++ that can do the following: 1. Connect to Skype via the regular API 2. “Pick up?? the Skype call 3. Play an audio (wav) file to the caller 4. Listen to the incoming audio file by using the Skype API to save the file to disk and analyzing binary .wav file as it is being saved by Skype. 5. Raise an event each time the caller on the other end presses a key on his dialpad. Such an event would give the information about the key pressed 0-9,# or *. 6. Raise event when the call is completed 7. Contain a property ‘DialedDigits’ that contains the characters that have been entered so far. #4 above is of course the tricky part. Bidders needs to understand that Skype audio quality on calls coming in from mobile phones or landline phones can be quite low and the algorithm needs to take that into account. Bidders must have expert knowledge of audio signal processing and the binary file structure of a .wav file. Knowledge of the Skype API is a appreciated but not required as a talented developer familiar with COM should be able to learn that quickly. The solution can make use of the Skype COM wrapper available at [[login to view URL]][1] The component must be well documented both in terms of component diagrams (Visio), system specification and in-code comments. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Win XP Win 2000 The component is intended to run on Windows XP machines but must be tested also on Win 2000. If the bidder has knowledge of how to build components also for Mac and Linux that would be a plus but is out of scope for this project.
