JOB DESCRIPTION: To create a stand-alone application to extract daily company filings via FTP on the SEC site and store data in a database in a pre-define categories. Application must have an alternative scheduling capability for the extract frequency. Data mapping of each form is to reside in a separate location or external file where it could be updated using simple tool ranging from text editor to a plain database tool depending where the data is stored, in addition to the application utility. DETAILS: Public traded US companies are required to file with the Security Exchange Committee on a periodic basis. They are also required to file when there is any change in status or to the previous filings. The filings contain various pieces of information which is necessary for investors to make investment decision. It is these information we wish to extract and provide to the clients we are contracted with. There are many forms available for filing ranging anywhere from quarterly filing to change of ownership or intention to sell and buy. There are many forms. However, we are only interested in extracting no more than 30 forms, subject to change when we talk in details (very likely less). Each form has a name given (10Q, 10K, 8K, etc?). The list of forms or data we wish to extract will be provided. When there are changes in filing to existing filing, these must be captured and updated accordingly. In other words, the database must be updatable. Depending on the information listed below, the number of forms will vary. We believe it could be extracted in less than 10 forms. SEC database is available to the public since the information filed is meant for the public investors. It is made available for extraction or download via a FTP site and is in the form of text files. Hence, text parsing is required. Details of extraction and the availability of amount of data can be downloaded at a given time is specified in detail on the SEC site. Due to changes of the site as well as instruction, bidders need to go to the site given to do research on instruction. Extracting from a web site given a location and folder 2. Scheduling capability for the interval, frequency or specific date of executing task (Coder can negotiate whether Win2K scheduling service should be use or not) 3. Self-maintain the stand alone database contains filing information with common functions such as updating, deleting, adding and searching. The database can be any ODBC compliant database providing common programming language can access easily. We prefer a light weight database engine such as Ms Access. 4. Options for configuration of system parameters but NOT limited to such as an alternative database for storage, FTP sites, error handling, and simple notification. 5. Data mapping of text files must not be hard-coded and structure must be made for easy maintainance via common tools such text editor or database tool, in addition to a utility within the application for modification. 6. Activities generated from the download and from the processing of information are to be captured either in a log file or within the database. 7. An initial database which contains selected filings/data for all companies current todate. Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
