Change PHP page to exclude some subcategories from sorting

My website has a page displaying over 200 names. Each name is a subcategory from a table. The page displays the names alphabetically except a few which are excluded. The excluded subcategories get displayed at the end (also alpha). The php file that handles this display is I think building the page with a query matching by text string like SELECT * FROM table GROUP BY col AND NOT (subcat=99 OR subcat=123 OR subcat=199); but it would be better if it could use something like the following query: SELECT * FROM table WHERE (subcat BETWEEN 1 AND 200) AND NOT (subcat=99 OR subcat=123 OR subcat=199); I would like the coder to fix the page so that renaming subcategories doesn't break the sort. I don't know PHP or where exactly this file goes in codeigniter so will need help. The attached image shows five examples that should be excluded from the main sort.
