Job site with Interview scheduler and profile. (NO JOOMLA)

Job website needed. Here is the situation. I need the same as most basic job sites, with a couple of extra features. Main page should have recent job posts, featured jobs etc. Login, About the company etc. No payment system is needed. Companies can register and post jobs for free as long as they agree to terms and conditions. Upon registration Job seekers MUST upload a CV and schedule an interview with our agency - we will need a calendar that Admins can update quickly, making it clear which days and times are available for new registrations to be interviewed. Once the user has completed interview an Admin needs to activate their Profile. Only once profile is updated the seeker can apply for job posts. Once a job is applied for the Company is notified by email and once logged in, like facebook style notifcation and then that Seeker's profile is visible to the company. The company then has some options to reject or accept the application. All messaging should be kept within the site so I would like to hide contact details or each application so only admin can see them. It sounds a little complicated but almost designed the site myself but it was too slow and I had some privacy options with the profile, that has long been deleted and I wish to start from scratch. I don't mind if someone uses a template as long as all the features I require are available and easy, fast to use. Video integration is important so a simple FLV player or even quicktime would be fine in users profile. We have a very little budget for this type of project but who ever provides us with these requirements will be used in similar projects and for updates with our company. I need a small profile for Job Seekers which can only be viewed by Companies that the Seeker has applied for. The profile needs to contain Seekers CV and a media file, FLV preferred.
