Property website with various features

I have a client who wants a website with the following features, the main highlight of the website is the "ASK A Question" which you may reference from [login to view URL] Please go through the requirements in detail and feel free to let me know if you have any doubts. I have attached a mock up image of how the website layout/look-and-feel would be but of course you can propose a better design by all means. Please give me the cost + realistic timeline of this website. Requirements as follows: 1. Registration for merchants 2. Registration for normal users 3. CMS to edit the content of the website 4. Merchants able to do the following: a. Dashboard to edit profile information, change password, etc.. b. Post answers to question raised by wedding couples c. Put up advertisements (choose placement of ad – several positions within page) d. Payment of ads through PayPal 5. Users able to do the following: a. Dashboard to edit profile information, change password, etc.. b. Post questions in Ask A Question (Submit to admin for approval before publishing) c. Able to reply to answers 6. Admin able to do the following: a. Add/Delete/Suspend merchants and users b. Approve/Reject postings (Reject with reasons) c. Approve/Reject ads d. Create quick vote/poll questions e. Create events 7. Directory (Listing of all ID/contractors services with their company logo, names, contact details) 8. Ask A Question a. Users can post question and merchants can post answers – refer to Propertyguru for sample b. All questions posted will be reviewed before publishing c. Merchants will receive email notification whenever there’s a new question posted 9. In Conversation a. This page will require a form builder like Gravity forms where we can customize forms to conduct online interviews with merchants and users b. This page will list out the conversation we had with merchants 10. Resources (Links to a few pages of information – static pages) 11. Upcoming Events (Put on side bar – links to redirect to external sites) 12. Subscribe to weekly newsletter (backend to edit newsletter content) 13. A quick vote/poll feature (Able to customize the questions at backend) 14. Ads Management a. 5 rotating banner ads, side ads b. Put up ads for merchants, input url to redirect to their website c.
