TOTAL WORDPRESS: TEMPLATE, CUSTOMISE, INSTALLATION

I am starting a new business to help clients find jobs, buy a business, and get a visa to live in another country. Before I went to law school, I used to make my own simple but effective graphics/web elements in Photoshop and I used to make basic but successful old-school html sites in Macromedia Dreamweaver. However, now that the world of design has changed with CSS and CMS options, I do not have the time to learn PHP nor upgrade my Photoshop skills. I need to focus on 1. keeping up-to-date with legal changes and 2. building a new business/get clients. I have been working withPHP coding/programming freelancers because my idea is to use Wordpress templates for my online service/ecommerce sites - choosing Wordpress as a CMS for ease of editing, for being able to add future posts myself and for SEO optimisation. Unfortunately, these designers are good at the coding technical aspect of this project but are not good at graphic design/aesthetics and continually come back to me with mockups that are commercially worthless. I am then forced to go back into the freelancer community to find graphic designers to provide graphic elements, web elements and to help customise the templates. But that is not working either because by the time the process of selecting someone has been done and I am working with the graphic specialist, the Wordpress designer sometimes abandons the project waiting for my update. Moreover, I have wasted MONTHS trying to manage this process with very little progress and if I am paying freelancers to create websites for me, I shouldnt have to take on a new job as a Project Manager. At this rate, given the fact that six months later I still do not have any decent websites to show clients, then I might have been better off working with an expensive local designer instead of a freelancer. THIS IS MY LAST ATTEMPT TO GET A FREELANCER TO HANDLE MY WORDPRESS PROJECTS AND GET THEM FINISHED IN ONE WEEK. I need a WORDPRESS SPECIALIST that can do both: 1. MAKE a premium quality WORDPRESS TEMPLATE from scratch based upon my hand-drawn designs AND ALSO customise PREMIUM WORDPRESS TEMPLATES that I own. 2. The WORDPRESS SPECIALIST must be able to do PHP programming/coding and perform structural changes to the template as well as add SEO plugins, customise the URL generation of Wordpress, install other plugins and add a Contact Form. 3. The WORDPRESS SPECIALIST must be able to create HIGH QUALITY graphics -- both make the Wordpress them/template itself look great AND also add "WEB CONVERSION" graphic elements that are good quality. It is really important to me that we are able to embed GRAPHIC ELEMENTS into the webpages that convert visitors into enquiries so the graphics need to be good quality. DO NOT BID IF YOU HAVE SHITTY GRAPHIC DESIGN SKILLS OR HAVE NO EYE FOR AESTHETICS. I AM TIRED OF DEALING WITH FREELANCERS WHO OFFER ME GRAPHIC DESIGN THAT IS WORSE THAN MY OWN SKILLS. In order to create a continual stream of clients from each line of business, I need to have a main website that is like a hub and also have websites for each line of business. Therefore, right off the bat, I will have at least have FIVE websites that I need you to design IMMEDIATELY so I can save my business. In fact, as I am trying to add services and get involved with new projects, there will ALWAYS be continual webdesign projects and the successfull designer will essentially become a part-time employee . DO NOT SEND ME BIDS THE SAME PRICE AS DESIGNERS IN THE US. The whole reason I am using Freelancer.com is to find designers who live in other parts of the world with a lower cost of living and lower labour costs. I pay you the fee which is a good fee for your region and in return for the INCREASED RISK of dealing with a Freelancer on the other side of the planet, my compensation is to reduce my costs.
