Build a Website - Stage 1

Property management system needed to bring a paper printing, tree killing company into the digital office. Detailed info in attached text document and zip contains what we have done to date to start our online presence. 1 stage- website build, 2 stage- app(will be next developement) 3 stage- unreleased Our local tech company, says should be using ruby on rails, they bid $4100 in 30days, with a 6 month suppport/edit package, & $2850 for the app. Please look over documents and let me know best language for our situation and future growth. this project is only for the site at moment, please keep app in mind as you will be asked to develope as well with next project if you complete this project.
