Hi, Greetings, requirement is big and budget you mentioned is very very less not sure how technical you are. need to discuss -- complete requirement for front-end, user-end, back-end. -- which technology you want to use (PHP, .net or Java) -- Mobile apps~ whether you want it in native (android or ios or both) or any open source. after that I'll able to disclose the cost and time to deliver, one two resources couldn't deliver it need a team of technical architect, team leaders, programmers (senior and associate), designer so I need to discuss everything..
